With the announcement that U.S. and South Vietnamese forces were again clear of the zone, the United States appeared to be trying to restore it to something of the buffer status it was supposed to have under the Geneva agreements of 1954 which divided Vietnam and set up the zone. It legalized gambling on horse racing, and divided proceeds of the betting tax equally among the 67 counties to help them finance the things which property at depressed values couldn't sup port. Then, in 1939, the State by constitutional amendment pro- niDited ltseu trom taxing property at all.

It left that source to the. counties and cities for their local uses, including public school support. But property taxes even relieved of a State over-burden and out from under the old road bond debts never seemed able to support local government. This was due primarily to two things: reluctance of elected tax assessors to put property on the tax rolls at its full value, and constitutional tax exemption on the first $5,000 value of a homestead. At one point, the Supreme uiurt tound valuations running as low as eight per cent of the real value of a piece of property.

This meant a home worth more than $50,000 could get by without paying taxes at all. Valua'ions gradually were raised, but few counties have come close to 100 per cent. The American Command said the last U.S. Marines and South Vietnamese units have now left the southern half of the zone, with them a captured booty plus wealth of thousands of civilian refugees. Among the captured items were 180 North Vietnamese gas masks seized Wednesday along with 1,000 mortar shells. The casualty report listed 337 Americans killed, 2,282 wounded and 31 missing during last week.

In addition, 241 South Vietnamese troops were reported killed and other allies, mainly the South Koreans, reported dead. Communist losses were 2.464 killed. All this made the week by far the bloodiest of the war. The week's casualties brought U.S. losses for the war to 10,253 dead and 61,425 wounded by un official tabulation.

The previous peak figure for killed in action in one week was 274, reached twice this year. The toll reflects the mounting intensity of the war and the continued growth of American and allied forces in volved. The joint Marine and South Vietnamese invasion of the southern half of the demilitarized zone, begun last Thursday, had been precipitated by increased casualties caused by Red guns and mortars firing from the buffer area. Pearce QUINCY Funeral servies for William Clower Pearce, 57, will be at 11 a. m. Friday from the Forest Hill Methodist Church in Quincy with the Rev. Curtis Bonner officiating. Pearce died Wednesday in the Gadsden Memorial Hospital.

Young Bride Found Dead In Car Trunk WASHINGTON (AP) A young bride of six weeks, described as a quiet girl who got along well with everyone, was found dead in the trunk of her car parked at national airport, authorities disclosed Wednesday. What caused the death of Mrs. Wendy Sweet Jarboe, 24, of nearby Fairfax County, was not immediately determined.

The body bore no marks or wounds, a spokesman for the Federal Bureau of Investigation said. Pieces of tissue from the body were sent to the Virginia State Medical Laboratory at Richmond for analysis. Mrs. Jarboe had been reported missing by her husband, Harvey, 26, after she failed to return home Thursday night. Authorities said Mrs.

Jarboe apparently had been dead for several days. Dr. Jack Crowell, National Airport medical director, said Mrs. Jarboe appeared to be fully dressed when the body was discovered Tuesday night by a private detective called into the case by the family. Her clothing was disarranged, but there was no evidence of sexual attack, Crowell said.

The discovery of Mrs. Jarboe's body came on the heels of another murder that of Miss Judith K. Robeson, 24, a research assistant to Sen. Frank Carlson, who was strangled Monday. Rivero, confined in the prison ward of a hospital, faces deportation on grounds of political activities. He was arrested May 12. Carmen Luisa Rivero said her husband was concerned about the health of other exiles who joined him in hunger-strike protests around Florida.

True to his word, Dabbs later said "the sanctions in the short run will unfortunately hurt education in Florida but in the long run it will help." House Speaker Ralph Turlington and senate president Verle Pope, both Democrats, spoke at the meeting before the FEA voted on sanctions.
